Scope: Identify and Scope a Project to Establish a Robust and Efficient Solid Waste and Sewage Sludge Management System(s) for Chouf Caza, Lebanon
The Federation of Municipalities of Chouf Sweijani (FMCS), one of the four federations of Chouf Caza, plans to take the lead on municipal solid waste (MSW) management in Chouf and intends to provide a centralized waste sorting and treatment facility in order to process MSW and other specific waste streams, including sewage sludge. In this regard, the FMCS has approached the European Bank for Reconstruction and Development (EBRD) with a request to assess the possibility of financing the modernization of the solid waste management (SWM) system(s) in Chouf Caza.
MORES s.a.r.l was assigned by the EBRD to identify and scope a Project to establish a robust and efficient solid waste and sewage sludge management system(s) for Chouf Caza.

Description of Services Provided by our Staff
- Review demographic and waste generation/composition data (MSW, industrial, commercial, wastewater treatment, etc.) for the Caza based on available information and conduct a high-level forecast of future demographics and waste generation;
- Describe and analyze the current waste management systems and waste flows in terms of collection coverage rate and equipment; separation, recycling, and treatment facilities; disposal facilities (landfills, dumpsites);
- Assess the needs of the Caza regarding solid waste management (including MSW, sewage sludge, etc.).
- Identify potential (e.g. industrial) users of separated materials/recyclables or other usables (e.g. refuse derived fuel (RDF)) and barriers and requirements for the development of a market for such products;
- Review current FMCS solid waste management proposals;
- Review and assess the necessary components and investment requirements for the establishment of a robust SWM system in the Caza taking into consideration current and future demographics and waste streams; CAPEX and OPEX requirements as well as technical and capacity requirements and limitations; and
- Identify and describe the Project that will be subject to a detailed feasibility study.
